They had a problem with family planning in the past but now they have the same problem as any other industrialized nation where the number of people retiring is growing compared to the number of people entering the workforce. They don't want to import people from shitholes like the West does to balance the issue, probably because they're not stupid and can see it creates more problems than it solves.
But there is a reason surely that they had the whole one child per family thing to begin with. More people isn't always a good thing, there is a certain limit to how many people can live across a country.
